Admission to the Ph. Students pursuing teacher certification in special education are required to take courses required by the Maryland State Department of Education which lead to certification in the State of Maryland. The Special Education program provides an unparalleled setting for graduate study. Additionally, students pursuing a doctoral degree can have experiences in advocacy and professional organizations, government agencies, including the US Department of Education in addition to the coursework they take at the University.

Graduates are eligible for special education certification in Maryland for severe and profound disabilities. The Master of Science in Special Education degree program is designed for students seeking their initial teacher certification with a concentration in mild and moderate disabilities. The full-time program requires credit hours of instruction for children and youth grades K with learning disabilities, emotional disabilities and mild intellectual disabilities.
